The "stropping incorrectly" part is certainly true, don't ask me how I know...
My youngest son went 4 or 5 shaves before stropping for the first time, so maybe it is possible.
What I can say is...

There are plenty of threads on this subject. I strop 10 or so laps after a shave to remove soap and help dry and clean the edge, seems to work.
