Purchased first used razor.
As has been stated HIV does not live long outside the body and the same can be said about hepatitis and many other blood born diseases.
None off use truly sterilizes our blade as you would need an autoclave for that. There are a number of things you can do to disinfect a blade some have already been stated like barbicide and bleach. Both are decent options but could damage the blade if not used properly.
I am going to assume that there is no rust on the blade and you are going to need to sand it.
An effective and easy way to disinfect the blade is to coat the entry blade in rubbing alcohol and let it air dry. That will take care of everything on the blade.

The only way to be safe is to throw the razor out or mail it to the national razor disposal at my house, please pay postage and I might accept it for disposal...On a side note see the razors I have for sale!JK
