Well, yes, I always thought it a silly name too, but that is how it is referred to on the stock market over here.
I know the Australian government is also pushing to throw on taxes on posted items...Or is it our retailers want us to have to pay taxes on items sent in, because we don't have to pay GST/VAT/Sales tax on goods purchased online. I can't remember who was doing the whinging on the news the other week.

I "telephoned", right word??, to my local duty office to ask why my razors from 1951, from the US, were stopped in the customs and she told me the following. It doesn't matter if it's vintage, used or anything else, as long as the value of the package is over 15,45$ you will have to pay extra, if it's stopped by the customs. It's just like in the airport, she said, some will get stopped every other time and some won't.

I have purchased razors and equipment about 20 times or so, and only 1 time did i have to pay extra. But i have never purchased for anything higher than 44$.
But now when i am getting started/hooked on this straight razor(RAD) thingy, i am in BIG trouble!! Those gorgeous razors are pricey.
I have been wet-shaing with DE razors for the last 2½ years. And a vintage DE razor isn't pricey.

There are several nice internet auction sites other than eBay US where you can find lots of razors from EU or even Denmark. Usually even high brands are somewhat cheap as there seem to be no such razor hype in this continent (at least not yet).
When you order stuff from EU there shouldn't be no taxes (excluding few limited stuff like tobacco or alcohol). Usually these sites are not in English but you do not need too much of a language skills either.

If you haven't already, check out tradera.se.
There are pretty decent deals to be had there from time to time.
Lots of Swedish blades amongst others. (Swedish blades are considered to be right up there)

I have never heard people in Europe I sent stuff complain they had to pay taxes.
I recently sent a razor to Denmark, marked the customs form as razor, gift and $20 value, no problems at all.

I have been told in US if an item coming from abroad is less than $500 value then there is no customs fee. The most expensive package from abroad, I have received with no taxes so far was ~250 bucks.

CONUS is, I believe, a military term referring to the Continental US. I don't know if that includes Alaska and Hawaii or not but perhaps some of the members with military experience can help out.

I wonder how many times we can answer the same question in the same thread.
