I'm sure Lynn does a great job of honing, but what if it's been some time between the honing and when the razor is purchased? Would the coating of camellia oil stave off oxidation enough to make stropping unnecessary in that case?

In a word, yes.

One of the reasons most honemeisters do this is so that you get at least one shave in exactly the same condition as the razor left them. If you strop it improperly, you can ruin the edge, leading you to think that it wasn't honed properly.
