No need to strop. The hone will undo it.

It depends on what hone you're using. eg If you're retouching on a coticule, not at all.

I soak the Norton combo for about 15 minutes. I do strop before finishing on my barber hone.

yup i soaked my hone for about 30 minutes just to be sure. i did 20 passes then stroped did a hanging hair test and then shaved... all went well. it past all the tests i had. my hone is between 8 and 11k grit. it didnt slide as smothly as i thought it would even though i was pressing as light as possible is this common with a blade that has never been honed?

the shave was good, no tugging or anything. im still only shaving my neck because my gf likes me with a beared.... still getting razor burnt though wich sucks, ive lightened up on pressure but i still get razorburnt, but ive always got razorburn pretty easy. thanks for the help everyone
