All language has diverse roots. The true origin of the term for razor scales is muddy . This may give some insight, however. Notice the recurring terms such as split, cleave, husk, pod, and shell are far more descriptive of razor scales, than handle or sheath.

It's not just on razors. Knife handles are called scales also.

If there is no one in the woods to hear a scale called a scale, is it still a scale?

Because from the beginning man spoke in one syllable words(grunts),,, handles has two syllables and every time a Caveman wanted a knife made , none of the Caveman knife makers understood what the &%$# their customers were asking for when they grunted twice.
